Before 2021, there was a legal limbo surrounding the legality of CBD in Morocco. Specifically, there was no law prohibiting or limiting the sale and consumption of CBD. They fear that they will be sidelined and overtaken by competition from large investors. According to the authorities, the first hemp processing and manufacturing cooperatives should be run exclusively by local growers. To this end, the government is in the process of establishing areas dedicated to the cultivation, production and exploitation of cannabis plants. The designated provinces are: Al-Hoceima, Chefchaouen and Taounate. They are located in the Rif, a mountainous area. The Ministry of the Interior said that other provinces will certainly be added depending on demand from national and international investors.
